We are focused on various aspects of prison ministry, promoting Kingdom principles of unity of the body, to fulfill the work behind the walls, and beyond.
Tim has been involved with prison ministry for almost twenty years.
Tim May and his wife founded Ebenezer Outreach Ministry in 2004. Reverend May previously served as Associate Pastor at Vaca Valley Christian Life Center, now named The Mission, in Vacaville, California, from 1991 through 2004. Reverend May has served the community of Vacaville through the Vacaville Christian Ministerial Association as Vice-President and currently serves as President. Reverend May is currently a member of the following organizations: Coalition of Prison Evangelist (COPE); California Chaplains Coordinating Committee; and the Christian Association for Prison Aftercare (CAPA). Reverend May retired from the United States Air Force in 1988, after serving his country for almost twenty-four years, he and his wife, Katie, have been married since 1995. Tim is an avid sports fan and enjoys watching classic westerns.
Pastor Kim Moreno along with her husband are Apostolic Leaders and serve as the Senior Pastors of The Worship Center, Antioch. Pastor Kim has been in ministry for over 36 years. She has been involved in prison ministry for the past 26 years. God is using the anointing upon her life to equip, train, and cultivate a prophetic culture authentically moving and releasing the heart of God through the gifts of the spirit. She is the Music Director of Ebenezer Outreach Prison Ministries. She directs a choir of members that represent eleven different churches throughout the community. This choir travels and ministers behind the walls of prison all over Northern California. She has a tremendous passion for worship and for sharing the love of Jesus through music.
Pastor Kim is the Founder & CEO of Women of Worth Ministries and TWC School of Ministry. She is a Prophetic Trainer, Gifted Communicator, and Teacher of the Gospel. She is an Author, Accomplished Christian Recording Artist, Prophetic Worship Leader, Songwriter and Music Director of Ebenezer Outreach Prison Ministries.
Paula Caddy is EOM’s Re-Entry Coordinator and came into Prison Ministry during her time at Potter’s House School of Ministry, 2006-2008, which she graduated from. Initially, as a student project, she assisted Pastor Tim May with building a statewide re-entry database to help parolees find housing, clothing, job leads, counseling, educational opportunities, and vocational training. Paula is also a gifted singer and loves leading the men in worship at Chapel services throughout the California State Prisons, as well as participating in the Christmas and Easter One Voice Praise Choir programs at Solano C.S.P. and other prisons.
In addition to serving as a Volunteer Chaplain with Ebenezer Outreach Ministry since 2008, Paula has also been the Mission Church’s Angel Tree Coordinator from 2009 to the present. Angel Tree teams deliver Christmas gifts and ministers to the children and families of the incarcerated each year. It is thrilling to tell them about the love of Jesus and the God who sees. Knows, and loves them.
Paula Caddy is also a published author, is currently working on a book detailing her journey of faith. She enjoys assisting Pastor Tim and the ministry with letters of encouragement to inmates who write to us from all over the state and country. She is an avid reader, loves history, gardening, remodeling projects, and socializing with people from every walk of life.
Peter Curzon has been a volunteer chaplain with Ebenezer Outreach Ministry for the last 11 years, having ministered at seven state prisons and three federal penitentiaries. He is a pastor and leader at Liberty Church in Fairfield, where he designs curricula and has taught at the West School for Ministry for the last 6 years. He also volunteers at City Church in Fairfield, where he teaches faith-based life skills to recovery residents.
In addition to being an inspiring Bible teacher, Peter is also an accomplished musician. He enjoys traveling, singing and preaching with EOM’s small group, “Joyful Expressions” , as well as with our One Voice Praise Choir. Peter and his wife Karen have been married five years ago.
Erv and Linda Fowler, both retired, have been involved in prison ministry for over 25 years. Their involvement started with the church they were attending holding a bi-monthly ministry service San Quentin. In 1998 they volunteered with Bill Glass -Champions for Life Ministry going into various prisons and jails for a weekend to bring God’s word to the incarcerated men and women.
They began volunteering with Ebenezer Outreach Ministry in 2005 after meeting Pastor Tim May at a Champions for Life event. Since then they have participated weekly in the Tuesday evening worship service Ebenezer holds at California State Prison -Solano. Additionally, in 2010 they helped start Toastmasters Gavel Club naming the group “The Way”. This program helps men learn to speak in front of their peers through weekly meetings participating in public speaking and training to be future program facilitators. Being part of Ebenezer Outreach is fulfilling what Jesus said in Matthew 28:19-20.
My first prison visit was in Germany in 1974. The military chaplain at my base asked if I could go and visit a fellow soldier who was incarcerated for drug charges. As a new believer, I went and visited. We talked some and I prayed some. It was a frightening experience for the both of us. I remember telling myself “Man not that long ago you could have been locked up for the same reasons.”
I’ve served as a volunteer going into various prisons and county jails for many years now. A year here and a year there. I’ve ministered via Friendships, Teaching, and Worship leading in the following locations: Contra Costa County Jail, Solano County Jail, San Quentin State prison, California Medical Facility Vacaville, and California State Prison Solano.
My current involvement has been for the last 6 or more years with Tim May and the Ebenezer Outreach Ministry. In this ministry I sometimes lead the worship services for the Tuesday evening Pentecostal Church services, or I’m a friendly face of encouragement for our brothers on the inside, or a Roadmap for a lost soul looking for God.
The Tug on my heart for this ministry is when my son was incarcerated in another state far from my home, it meant so much to me to know that someone from another ministry was encouraging him in his pursuit of God.
I thank God for all the faithful men and women who serve in these much-needed ministries to the incarcerated. I rejoice at every visit, and I come away from that visit knowing I am the “answer to prayer” for some father, mother, or other relative of our brothers in Blue. I also thank my brothers in Blue for “we learn from and strengthen one another in our pursuit of God.”
Emanuel Pestana graduated EPIC Bible College and Graduate School, March 2020 with a Bachelor’s Degree in Ministerial Studies and Biblical Studies. He was ordained as a Southern Baptist Pastor on August 30, 2020, at Trinity Baptist Church, Vacaville California. He has served as a Prison Fellowship volunteer at California State Prison, Solano, Prison Fellowship Program Coordinator, facilitator for The Urban Ministry Institute (TUMI) ministry training program and its’ prerequisite class, “Fighting the Good Fight of Faith”. Emanuel serves as an Ebenezer Outreach Ministry prison chapel leader and occasional speaker.
He is a retired California Department of Corrections and Rehabilitation Special Agent (2011-2016). He served as a Deputy U.S. Marshal and was assigned to the Sacramento Valley High-Tech Crimes Task Force as a Federal Bureau of Investigation (FBI) Task Force Officer responsible to conduct FBI criminal investigations (2012-2014), California Department of Corrections Parole Agent I and II (2001-2011), and California Department of Corrections Peace Officer (1992-2001). Emanuel worked at the California Medical Facility (CMF), Vacaville, and Solano State Prison, Vacaville.
He completed twenty-six years of military service in the United States Air Force and with United States Air Force Reserves, as an Avionics Instruments Specialist, and later an Airforce Medic. He retired from the United States Air Force Reserves in November of 2009 as a Chief Master Sergeant. Emanuel and his wife, Gladys, have been married for 41 years.
Pastor Thomas has been in ministry for over 22 years and was ordained first as a Minister in 1995 and in 1998 as Elder and Assistant Pastor at Flames of Fire Outreach Ministry, where he served for 11 years.
In January 2007 the Lord called Kevin to the office of Pastor and founder of A New Creation Ministry Community Church in Fairfield California, where he continues to serve.
On July 28, 2013 Pastor and Evangelist Thomas was consecrated in the Office of Bishop Adjutant by the leading of the Lord and covering of Chief Apostle Flynn A. Cooper, and Apostle Donald Smith. Bishop Thomas has extensive experience in Prison and Jailhouse Ministry to men and women on all levels of incarceration; he serves as a Volunteer Chaplain weekly at Solano C.S.P. in Vacaville California.
He has an extensive background dealing with drug and alcohol addictions, homelessness, re-entry, and continues by the leading of the Lord to impact in his community and abroad to make a difference through the Gospel of Jesus Christ.
Bishop Kevin L. Thomas has been married to his wife Wildenna Thomas for 23 years.
Reentry is a program designed to assist former inmates and parolees to obtain housing, employment, a solid home church, counseling, and practical life skills. Some programs are fee-based and others offer services at no charge.
Ebenezer Outreach Ministry’s primary focus is to offer quality Christian-based resources; however, we are not opposed to recommending non-Christian, clean and sober living resources as long as they are organizations that have high standards and are centered on basic moral teachings.

These stories from inmates we serve will educate, inform, and attempt to enlighten you regarding the inmates who eventually will be returning to our local community.
To those already involved in prison ministry, whether you minister in a prison as a Chaplain or volunteer or choose to provide financial resources, your donation of time and money has eternal value.
